Qatar has actively pursued diplomatic and economic partnerships across Africa and Latin America as part of its broader foreign policy strategy. By strengthening ties with emerging economies in these regions, Qatar aims to diversify its economic relationships, expand political influence, contribute to global development efforts and enhance peace and stability. Recent current visits of two prominent examples of this diplomatic engagement are Qatar’s growing relations with Rwanda and Colombia. The State of Qatar has embraced a policy of openness and cooperation, fostering strong and strategic ties with African nations based on mutual respect, collaboration, and solidarity on regional and global issues. Among these partnerships, Qatar’s relationship with Rwanda has flourished, characterized by shared ambitions and a commitment to building a model diplomatic and economic alliance. The strength of Qatar, Rwanda relationship was underscored by the recent high-level diplomatic meetings between the Amir H H Sheikh Tamim bin Hamad Al-Thani and President of the Republic of Rwanda, H E Paul Kagame. Qatar and Rwanda have developed robust bilateral relations, particularly in trade, investment, and infrastructure development. The diplomatic signals a deepening partnership, and growing investments, especially in the aviation sector. Qatar Airways acquired a 49% stake in Rwanda’s national carrier, RwandAir, enhancing connectivity between Africa and the Gulf region. In Latin America, Qatar has expanded its partnership by cultivating strong economic and diplomatic ties with many other countries including Colombia. Qatar and Colombia have signed several agreements in trade, investment, and defense cooperation, with Qatar showing interest in Colombia’s energy sector, infrastructure projects, and tourism industry. Additionally, Colombia has welcomed Qatari investments in real estate and sports, reinforcing the depth of their bilateral relationship. A significant milestone in these relations was the visit of President of the Republic of Colombia, H E Gustavo Petro, to Qatar. His discussions with the Amir H H Sheikh Tamim bin Hamad Al Thani at the Amiri Diwan focused on expanding cooperation in economy, trade, tourism, and investment, alongside enhancing political and diplomatic ties. This visit was a crucial step in advancing bilateral relations and developing new mechanisms of collaboration between the two countries. Qatar’s outreach to Africa and Latin America aligns with its broader efforts to build strategic alliances beyond the Middle East.
