MoI’s new five-year strategy aims to enhance security

DOHA: The Ministry of Interior (MoI) yesterday launched its Five-Year Strategy 2018-2022 to enhance the concept of security and stability and achieve the progress pursued by the state in light of the massive developments currently taking place and expected to take place in future.

Meeting the requirements of the overall security and safety sector for 2018-2022, it included 27 programs and projects for implementation in the coming years.

The MoI succeeded to achieve more than 90 percent in its strategy for the period 2011–2016. Among the achievements in the safety and security sector, the fire incidents decreased from 75 to 30.5 fire incidents per 100 thousand people under previous strategy.  

“The previous strategy of the Ministry in cooperation with the concerned authorities of the country has contributed significantly to reducing the number of accidents from 34 accidents per 100,000 people to 30 accidents, including reducing traffic accidents deaths from 13.7 deaths per 100,000 people in 2011 to 6.8 deaths in the first strategy by the end of 2016,” Brigadier Abdul Rahman Majid Al Sulaiti, Director of Planning and Quality Department, said while addressing a press conference during the launch of five-year strategy. 

The ceremony was held at the Ministry headquarters and attended by Brigadier Nasser Jaber Al Nuaimi, Assistant Director General of the General Directorate of Public Security; Brigadier Abdul Rahman Majid Al Sulaiti, Director of Planning and Quality Department, and a number of Department Directors at the Ministry of Interior and officers.

Brigadier Abdul Rahman Majid Al Sulaiti presented an outline of the strategy, its objectives and pillars, sector-wise strategy and the projects of the Ministry of Interior.

The 10 objectives of the strategy are to achieve stable security and reduce crime rates; protect life and property and respond quickly; protect society from drugs; achieve safety on roads and reduce road traffic fatalities, develop national electronic security shield; develop human skills and capabilities; optimise the utilisation of financial and technical resources.

It also aim to strengthen the relationship with the community; raise the efficiency of securing the coasts of the state and lastly protecting and securing vital facilities in the country. The strategy is based on the principle of reducing the rate of crime and increasing the degree of security and stability, especially with the tremendous technological development and environmental changes witnessed by the world. The strategy visualises Ministry of Interior as the leader in regional and international level in its field. 

In a press statement, Major General Saad bin Jassim Al Khulaifi, Director General of Public Security stressed the importance of the Ministry of Interior’s Strategy 2018-2022 in achieving the development pursued by Qatar. He said the strategy is result of studying the current situation and the current changes that we are experiencing. In preparation for World Cup 2022, the core objective of the 2018-2022 strategy is to contribute to host a secure World Cup 2022, which indicates the focus of the strategy to unify the Ministry’s efforts to support the event.

Brigadier Abdullah Mohammed Al Suwaidi, Director General of Civil Defense, said that this strategy is a continuation of the 2011-2016 strategy. The previous strategy contributed many achievements in the field of civil defence, which included classification of fires and supporting development projects of the defence fleet of Civil Defense, which led to the rapid arrival of fire engines to the site of the event.

Brigadier Mohamed Saad Al Kharji, Director General of the General Directorate of Traffic said that the Ministry of Interior’s Strategy 2018-2022 was in line with the requirements of the strategy of the National Committee for Traffic Safety in adopting programs and projects aimed at improving traffic safety on the road and reducing the number of traffic accidents resulting in injuries and deaths. He added that the previous strategy supported the awareness programs carried out by the General Directorate of Traffic and contributed to raising awareness among the public through many awareness programs that have been implemented.

Brigadier Ahmed Khalifa Al-Kuwari, Director-General of the General Directorate of Drug Control said that the current strategy of the Ministry 2018-2022 includes a strategic goal to protect the society from drugs, focusing on the continuous monitoring and control of the ports of the State in coordination with the relevant authorities to reduce the supply and demand of drugs in the State. 

Brigadier General Mohamed Al Ateeq, Director General of the General Directorate of Passports, stressed the importance of strategic planning in the Ministry of Interior in developing and improving services provided to the public. “The new strategy reflects a new direction in the services provided by the Ministry by reducing the number of physical visits to MOI centers to become a paperless Ministry.” 

Brigadier Hussain Hassan Al Jaber, Director of Human Resources Department, said that the human resource is the cornerstone of the success of the institutions because it fulfills the objectives of the institution and works to optimize the utilization of its material resources. 

The Ministry of Interior strategy attaches great importance to the human element as the first and foremost pillar of the Qatar National Vision 2030 is human development, and therefore the strategy of the Ministry of the Interior 2018-2022 includes a strategic objective entitled Developing the skills and capabilities of the human resources.
