Single Window System expands to issue electronic establishment cards

The Ministry of Commerce and Industry (MoCI) has partnered with the Ministry of Interior (MoI) in further expanding the Single Window System by issuing electronic establishment cards, which are also used to issue residence permits for company employees. 

When applying for a comprehensive incorporation service or for commercial license issuance, citizens and residents can now obtain their establishment cards through the General Directorate of Passports, the unified MoI centres, or the Single Window Platform website. 

The establishment card, also known as computer card, is issued automatically along with a new commercial license for a fee of QR200, which can be paid through the Single Window System website. 

Upon issuance, the computer card will be available electronically through the Metrash2 application. Citizens and residents can also receive the card by visiting the Single Window headquarters at the Ministry, the General Directorate of Passports, or at the MoI’s unified service centres. 

Addressing a press conference yesterday, Mohamad Hamad Al Nuaimi, Director of Single Window at the MoCI, said the rollout comes as part of the Ministry’s efforts to continuously improve and develop its services, in an effort to upgrade and streamline the business service system in Qatar. The new service also aims to encourage the country’s investment and trade environment. 

“The issuance of establishment card through the Single Window’s electronic platform aims to ease the process of companies’ registration and establishment and encourage investment in Qatar. Since the launch of this service, more than 600 establishment cards have been issued. This is happening within a short time, and this reflects the effectiveness of this service in the process of issuance of establishment cards which is one of the important services,” he added.  

Speaking to The Peninsula on the sidelines of the event, Al Nuaimi said the issuance of electronic establishment cards also shortens the registration process. “Previously, the process was conducted manually, and you had to take the establishment card from the Immigration Department, which took a day or two. But now it’s done online and can be completed in just five minutes,” he said. 

Also addressing the media during the event, Lt. Col. Tareq Issa Al Oqaidi, Officer at the Public Relations and Information Office at the General Directorate of Passports, said the MOI was working with the MoCI to enhance the safety and security of the services provided to companies and investors, as well as in solving any problems they face in the issuance of electronic establishment cards. 

Nasser Abdullah Al Mannai, an official at the Ministry of Labour’s Department of Recruitment, went on to reiterate the importance of the new service for companies and investors in Qatar.

According to Al Nuaimi, the Single Window has previously launched a package of 12 e-services including Comprehensive Establishment, Resume Comprehensive Establishment, Factory Establishment, Comprehensive Renewal, Resume Factory Establishment, Manage Foreign Company Branches, Commercial Registration Offprint, Replacement of Lost Commercial Permit, Add Branch, Add Sub Commercial Permit, Issue Commercial Permit, and Renew Medical License. 

“Previously, each of these services was conducted separately and each of them was wasting a full day, but today they are provided through the Single Window and could be finished within five minutes. 

Soon more services will be added to the platform including licenses and other services,” he added.
