The UN Secretary-General is attending a ceremony marking the launch of a report on High-level Panel on Humanitarian Financing in Dubai. They discussed a number of issues, but focused specifically on refugees worlwide and how to provide them with the minimum standard of living in light of the difficult conditions they face.
