In a truly remarkable moment, Ukraine welcomed the Prime Minister and Minister of Foreign Affairs H E Sheikh Mohammed bin Abdulrahman Al Thani – the first Qatari official to visit our country since the beginning of the full-scale Russian invasion. This significant event also marked the inaugural visit of the Prime Minister and Minister of Foreign Affairs of Qatar to Ukraine since the establishment of diplomatic relations 30 years ago on April 13, 1993.
This visit comes at a crucial time when Russia is waging a war of aggression against Ukraine, and it highlights Qatar’s unwavering support and solidarity with our nation.
Ukraine values the State of Qatar as one of its most steadfast partners and friends in the Arab world, particularly within the Gulf region. The meeting between our nations’ officials as expected further bolstered bilateral cooperation and political dialogue, strengthening the bond between our friendly states.
Amidst the ongoing neocolonial war waged against Ukraine by Russia, the visit of H E Prime Minister, Minister of Foreign Affairs of the State of Qatar carries a powerful message of solidarity and compassion. Qatar’s pledge of $100m for humanitarian assistance is an unequivocal demonstration of their commitment to alleviating the hardships faced by the Ukrainian people. The funds will be directed towards crucial areas such as the rehabilitation of health and education infrastructure, provision of drinking water, and essential humanitarian services. Qatar’s intention to participate in these projects through Qatar Fund for Development is commendable.
At a time when Ukraine is trying to overcome the ongoing Russian aggression, H E Sheikh Mohammed’s visit serves as an essential message of solidarity and support. We extend our sincere gratitude for all the assistance we have received from Qatar, especially during these challenging times.

A testament to this joint commitment is the “Grain from Ukraine” humanitarian program, in which Qatar pledged $20m last November to support food security and alleviate the suffering of those affected by the ongoing crisis.

Qatar’s intention to participate in the reconstruction of civil infrastructure facilities in Ukraine is praiseworthy. As announced by H E Sheikh Mohammed during the visit, a generous contribution of $100m in humanitarian support will be used to restore critical sectors such as healthcare, education, humanitarian demining, and other vital social and humanitarian projects.
Qatar’s generous assistance also extends to education, as it aims to allocate 50 scholarships to Ukrainian students in Qatari universities. Education is a key pillar in rebuilding any nation, and this initiative highlights Qatar’s recognition of the importance of investing in the future of Ukraine’s youth. By providing opportunities for Ukrainian students to pursue higher education, Qatar is empowering them to become agents of positive change and contribute to their nation’s reconstruction and development.
As you know, Qatar has provided vital humanitarian assistance to Ukraine previously. Notably, the United24 initiative saw $5m transferred from the Government of Qatar through the Qatar Fund for Development to support Ukraine’s healthcare sector. This contribution facilitated the purchase of 10 ambulances and 76 anesthetic breathing machines, significantly aiding our efforts to provide better healthcare services to the people.
Qatar has consistently played a crucial role in the field of humanitarian aid, and their dedication to supporting countries facing crises is admirable. Their participation in the “Grain from Ukraine” humanitarian program, Ukraine Recovery Conference 2023 are prime examples of their proactive approach in addressing urgent needs. The pledge of $100m for Ukraine is yet another demonstration of Qatar’s strong commitment to providing aid where it is most needed, regardless of the distance between the two nations.
Humanitarian assistance is not merely an act of financial support; it is a testament to the shared values between Ukraine and Qatar. Both countries recognise the significance of peace, stability, and development in the region and beyond.
