Doha, Qatar: The Revenue and Post-Audit Section of the General Authority of Customs is planning to expand the framework of the auditing process by incorporating programs such as the Smart Reports program offered by the authority, said an official.
In a recent Customs newsletter, Abdullah Nasser Al Sahouti, Head of the Revenue and Post-Audit Section said, “We look forward in the upcoming phase to enhance the efficiency of the post-audit process through developing the skills of the employees through specialised training courses.”
“Efforts are underway to handle some transactions electronically (via email or phone communication) with customs clearance companies to save time and expedite procedures,” he added
The official shed light on the Revenue and Post-Audit Section in the Land Customs Administration exploring its key responsibilities and future plans.
Speaking about the responsibilities of the Revenue and Post-Audit Section, Al Sahouti noted that the Revenue and Post-Audit Section is responsible for daily and monthly inventory collection, auditing customs data, ensuring legislative compliance, collecting customs duties and other fees, and implementing prescribed regulations.
The section receives and preserves customs data after fee collection, and conducts audits on set-off data, approves temporary input data, extensions, and transfers. It also approves customs duty refunds, calculates fee discrepancies from audited data by the Post-Audit Office, collects seizure reports fees, and finally, monitors incomplete data.
Regarding the tariff items to which imported or exported goods are subject reviewed, he said, the verification of tariff items is conducted by reviewing documents to ensure the accuracy of goods’ description according to the details in the certificate of origin and the manifest.
The ‘Harmonized System Search’ tab in the main interface of the Nadeeb program is utilised to confirm the correct classification of items according to the descriptive code mentioned in the documents. This is done to ensure the fulfillment of all customs duties and the application of registration procedures for restricted goods with other government authorities.
He further said, post-audit is carried out on customs data extracted from the targeting process. This involves matching documents attached to the customs declaration with the information declared in the system. The audit ensures the proper application of applicable customs legislation, validates the accurate calculation and fulfillment of customs duties, as well as other taxes and fees associated with the customs data.
Responding to a query about how is the validity of procedures for customs data in the set-off system verified, Al Sahouti explained it is done through matching documents attached to the customs declaration with the information declared in the system, ensuring the proper application of applicable customs legislation. Additionally, verifying the accurate calculation and fulfillment of customs duties in the General Secretary programme using the invoice number.
